Tours can be cost efficient if you want to see a lot of places in a short space of time. They can give you a good overall view of several countries that make choices for your next trip to Europe easier. It takes the guess work out of traveling, (minimalizes ) risks that you have to take and your trip can become a close knit family environment with the others on board. You may not necessarily stay in backpacker hostels so campgrounds and group accommodation facilities give a different aspect to your trip.
 
Is backpacking safe for single travelers?
For the most part yes !
